Rowan County's local Smart Start organization that offers many services for families, including:

  • Educates parents about quality care

  • Helps families find child care

  • Provides families with information on child and family service agencies

  • Assists families with child development information

  • Offers low cost-membership to the Early Learning Resource Center

National Association for the Education of Young Children (NAEYC). 1-800-424-2460. A rich source of information for childcare professionals and parents. Offers numerous publications on every aspect of the care and education of young children.

Rowan County Department of Social Services

Government agency that provides financial assistance to qualifying parents for the purpose of child care. Also provides other financial services.

Work First

Provides services focusing on employment and self-sufficiency for families with children who meet income guidelines. Also provides emergency assistance to families with children to alleviate an emergency situation. 704-216-8349

Medicaid and NC Health Choice


Provides full coverage to eligible children under 21, caretaker relatives of children under 19, pregnant women and women enrolled and diagnosed with breast or cervical cancer. 704-216-8330

NC Health Choice- 

Provides health insurance coverage for eligible children ages 6-18 ineligible for Medicaid with income less than 200% of federal poverty level. 704-216-8330

Main Street Mission

Provides food panty and cloting closest. Schedule: Mondays and Fridays: 1:30-4 pm and Tuesdays and Thursdays 8:30-11 am. Also offers the Bridges Out of Poverty program, including Getting Ahead classe for those living in financial insecurity and Bridges Training to volunteers who want to work with Getting Ahead classes. 

Rowan Helping MInistries

Ralph Ketner Center Crisis Assistance Network.226 North Long St., Salisbury, NC 28145. 704-637-6838. Assists with utility disconnection notices, eviction notices, heating fuel, medication, dental extractions and deposits. Provides food and clothing assistance.

Robertson-Stanback Center Shelter & Soup Kitchen.217 North Long St., Salisbury, NC 28145. 704-637-6838. Provides temporary shelter and related services. Supportive services available. Shelter residents receive supper and breakfast. A shower and change of clothing is required. Case management services provided.

Eagles’ Nest. For parents with one to two children, reside in four small efficiency apartments. Parents required to work, pay a program fee and attend self-improvement programs. Eagle’s Nest II is transitional housing program and has six unites for individuals who are homeless but working. Residents must pay a program fee and attend self-improvement programs.
